This bill amends South Carolina law regarding county veterans' affairs offices by modifying the evaluation requirements for these local offices. Specifically, the bill changes the current language that allows evaluations up to twice per year to require that the secretary of the veterans' affairs department evaluate each county veterans' affairs office no less than once per year. The evaluation will continue to focus on determining the level of service provided to veterans and ensuring compliance with established uniform methods and procedures. If deficiencies are found during the evaluation, the department may help the county create and implement a corrective action plan and must reinspect within six months. After the final evaluation, the secretary must provide a written report to the county's legislative delegation and county administrator within 90 days. Importantly, the bill maintains the existing provision that the secretary cannot remove a county veterans' affairs officer, preserving local autonomy in these positions. The bill will take effect upon the Governor's approval.
