This bill prohibits landlords of residential properties with six or more dwelling units from charging tenants fees for receiving mail or requiring tenants to use mail services that charge fees for receiving, storing, or handling mail. The bill defines "mail" broadly to include letters, postal cards, packages, and other sealed articles delivered by the US Postal Service or other delivery services. While landlords are prohibited from mandating paid mail services, they are allowed to offer optional fee-based mail services to tenants. The definitions of "landlord" are expanded to include property managers and agents. The law will only apply to leases entered into or renewed on or after September 1, 2025, giving property owners time to adjust their policies.
