This bill modifies existing Texas election law to expand restrictions on political contributions during special legislative sessions. Currently, there are limitations on political contributions during regular legislative sessions, but this bill adds similar restrictions for special legislative sessions. Specifically, during a special legislative session, individuals would be prohibited from making political contributions to statewide officeholders, certain legislators whose terms do not expire in the next odd-numbered year, and specific-purpose political committees supporting those individuals. The bill requires that any political contributions received during such a period must be refused and returned to the contributor within 30 days. The restrictions do not apply to contributions intended for specific purposes, such as contributions made after appointing a campaign treasurer, contributions for election contest expenses, or contributions from or for candidates who were defeated in the previous general election. The changes will take effect on September 1, 2025, and will only apply to political contributions made on or after that date, with previous contributions still governed by the law in effect at the time they were made.
