This bill addresses sampling and testing of biosolids (municipal sewage sludge) for PFAS (Per- and Polyfluoroalkyl Substances) chemicals, a group of potentially harmful synthetic substances. The legislation requires facilities generating biosolids to sample and test for PFAS chemicals quarterly between January 1, 2027, and June 30, 2028, using a specific U.S. Environmental Protection Agency method. By July 1, 2026, the Department of Ecology must publish guidance on sampling requirements, and by September 30, 2028, facilities must submit their sampling results to the department. Additionally, the bill mandates that by July 1, 2029, the department will submit a report to the legislature summarizing the levels of PFAS chemicals in biosolids produced and/or applied in Washington state, along with recommendations for future action. To help develop these recommendations, the department must convene an advisory committee comprising representatives from farming, utilities, local governments, toxicologists, and other stakeholders. The bill updates existing laws about biosolids management to include these new PFAS testing requirements, reflecting growing concerns about the potential environmental and health impacts of these chemicals.
