AI Summary
This bill requires health insurance providers in Montana to cover optional behavioral health screenings and assessments at no out-of-pocket cost to the insured, using standardized, evidence-based screening instruments. Specifically, the bill mandates that individual disability policies, insurance certificates, and membership contracts must offer these screenings, with the important caveat that patients must actively request the screening and can opt out if they choose. The legislation applies to various types of health insurance plans, including state employee group benefit plans, health maintenance organizations (HMOs), and self-funded multiple employer welfare arrangements. To address potential conflicts with health savings account regulations, the bill includes provisions that allow for flexible implementation with high-deductible health plans. The bill amends several existing state laws to incorporate these requirements and will take effect on January 1, 2026, applying to policies issued or renewed on or after that date. The goal appears to be increasing access to mental health screenings by removing financial barriers and making the process patient-driven, while ensuring that various types of health insurance plans in Montana provide this option to their members.
