AI Summary
This bill establishes a comprehensive framework for collecting naturally shed antlers and horns in Montana, creating two new license types and implementing specific regulations for shed hunting. The bill introduces a Class F-1 resident shed collecting license for $10 and a Class F-2 nonresident shed collecting license for $50, which authorize individuals to collect naturally shed antlers and horns from elk, deer, and antelope, with some exceptions for mountain sheep. A key provision gives residents an 8-day head start on accessing department-controlled areas for shed collection before nonresidents can enter. The legislation defines "shed" as a naturally shed antler or horn and provides exemptions for landowners, their immediate family, and employees collecting sheds on their own property. The bill also amends several existing statutes to integrate these new licensing requirements, including modifications to conservation license rules, possession regulations, and sale restrictions. Additionally, the bill grants the Department of Fish, Wildlife, and Parks rulemaking authority to manage the collection of naturally shed antlers and horns, with an emphasis on ensuring that collected items come from animals that died from natural causes and were not unlawfully killed or taken.
