AI Summary
This bill establishes a comprehensive process for identifying and supporting high-quality instructional materials (HQIM) in Montana's public schools. The legislation requires the Superintendent of Public Instruction to develop recommendations for 3-5 sets of high-quality instructional materials during the content standard revision process, working with an external consultant who has expertise in instructional materials. The bill defines HQIM as systematic, knowledge-building materials that align with state content standards, support proficiency-based learning, and include implementation and professional development support. Contingent on legislative appropriation, the Superintendent will provide reduced-cost access to these materials and associated professional development for school districts that choose to adopt them. The bill includes a $5 million appropriation specifically aimed at supporting mathematics instruction, with $3 million dedicated to elementary and K-12 districts for HQIM in grades K-8 and $2 million for high school math curriculum development and instructional materials. Additionally, the legislation encourages school districts to collaborate with neighboring districts in selecting instructional materials and requires participating districts to commit to curriculum-aligned professional development for teachers and instructional leaders during the first two years after adoption. The overall intent is to enhance educational quality, reduce teacher preparation time, support teacher collaboration, and align Montana's education system with high-performing international models.
