This bill establishes a Theft of Petroleum Products Task Force within the Railroad Commission of Texas to study and address the issue of petroleum product theft. The task force will include representatives from the oil and gas industry, energy trade associations, and local, state, and federal law enforcement agencies. Meeting at least quarterly, the task force will conduct an ongoing study examining theft prevention strategies, analyzing the economic impacts of petroleum product theft, and reviewing laws and regulations from other jurisdictions. The task force is authorized to consult with various organizations and share information related to criminal investigations, even if such information would typically be confidential. Every two years, the task force must submit a report to state leadership that includes legislative recommendations to increase transparency, improve security, enhance consumer protections, and prevent petroleum product theft. The task force is exempt from certain government code requirements and will operate until December 31, 2030, with the bill taking effect on September 1, 2025. The term "theft of petroleum product" is specifically defined as conduct constituting an offense under Section 31.19 of the Penal Code.
