This bill provides new authority for using funds from the Defense Modernization Account (DMA), a special account within the Department of Defense, to address urgent military technology and infrastructure needs. Specifically, the bill amends existing law to allow DMA funds to be used for two new purposes: first, to procure and integrate available commercial technologies and services that can quickly satisfy urgent or emergent joint operational needs or validated service requirements, and second, to provide infrastructure that supports the Department of Defense's goals of accelerating the adoption of new capabilities. The bill limits these new funding uses to funds that are made available and transferred to the Defense Modernization Account on or after the date the bill is enacted. This change is designed to give military leaders more flexibility in rapidly acquiring and implementing cutting-edge technologies and supporting infrastructure to maintain technological superiority and operational readiness.
