This bill amends the Occupations Code to create a new pathway for certain education professionals to become licensed specialists in school psychology. Specifically, the Texas Behavioral Health Executive Council, in collaboration with the Texas Education Agency and the State Board for Educator Certification, will develop rules for licensing professionals who have worked in specific educational roles, including educational diagnosticians, occupational therapists, school counselors, social workers, special education teachers, and speech language pathologists. The bill requires the executive council to consult with education agencies to identify the necessary skills, training, and education for these professionals to provide psychological services in school districts. Additionally, the licensing process will involve working with regional education service centers to determine if applicants need to complete additional education or training before receiving their license. The bill will take effect immediately if it receives a two-thirds vote in the Texas legislature, or on September 1, 2025, if it does not receive the required immediate vote.
