This bill amends existing Washington state law regarding land ownership by non-resident aliens, specifically targeting land ownership by entities associated with the government of the People's Republic of China. Starting August 1, 2025, nonresident aliens, foreign businesses, agents, trustees, or fiduciaries connected to the Chinese government will be prohibited from acquiring agricultural, forest, or mineral lands. The bill also restricts business entities from acquiring such lands if more than 20 percent of their stock or beneficial interest is held by these Chinese-associated entities. There are some exceptions to these restrictions, including land acquired through inheritance, as security for debt, through legal processes, or by citizens of countries with land ownership treaties. Additionally, the prohibition does not apply to agricultural land associated with food processing facilities. The bill maintains that aliens can generally acquire and hold lands in the same manner as native citizens, but introduces these specific limitations targeting Chinese government-associated entities.
