This bill amends Wyoming's existing prostitution laws to expand the legal definition of prostitution and solicitation. Specifically, the bill adds "sexual contact" as a chargeable offense alongside the existing "sexual intrusion" provision. Sexual contact is defined as intentionally touching another person's intimate parts (or having one's own intimate parts touched) with the purpose of sexual arousal, gratification, or abuse. The penalties for both prostitution and solicitation remain unchanged: a misdemeanor punishable by up to six months in jail, a fine of up to $750, or both. Additionally, the bill requires county sheriffs to submit annual reports to the joint judiciary interim committee detailing the number of convictions under these statutes and any massage therapy businesses that have closed as a result of related convictions or charges. The legislation becomes effective immediately upon completing the standard legislative process for becoming law in Wyoming.
