This bill modifies existing Missouri law regarding rebate coupons for intoxicating liquor manufacturers by repealing previous provisions and establishing new guidelines. The bill removes language that previously distinguished between different types of alcoholic beverages (beer, wine, and other liquors) and standardizes rules for manufacturer rebate practices. Under the new provisions, manufacturers can offer consumer cash rebate coupons that can be published in mass media, with certain restrictions: coupon advertisements can list rebate amounts but not final retail prices, rebate applications must be submitted directly by consumers to manufacturers, and cash rebates must be paid directly to consumers. Additionally, the bill allows manufacturers to offer coupons for nonalcoholic merchandise, which must be available without a purchase requirement and can be obtained at point of sale, by mail, or at a retailer's cash register. These coupons can be advertised in media, but advertisements must clearly state that no purchase is required and provide instructions for obtaining the merchandise, with the retail value of the nonalcoholic item not being disclosed in the advertisement.
