This bill introduces new requirements for chemical abortions in Wyoming, mandating that before a pregnant woman can receive medication to terminate a pregnancy, she must undergo an ultrasound at least 48 hours in advance. The bill defines key terms such as "abortion" (terminating a pregnancy with the intent to cause the death of an unborn baby), "chemical abortion" (using medication to end a pregnancy), and "pregnancy" (the condition of having a living unborn baby from fertilization to childbirth). The ultrasound must be of standard medical quality and allow the woman to view the unborn baby's active ultrasound and fetal heart motion or hear the heartbeat. After the ultrasound, a document must be provided specifying details like the date, time, healthcare providers involved, and confirmation of the pregnancy's gestational age. Healthcare providers must verify that the ultrasound occurred before dispensing abortion medications. Violations of this requirement are classified as a misdemeanor punishable by up to six months in prison, a fine of up to $9,000, or both, though the pregnant woman herself cannot be criminally penalized. The bill also includes a provision that if this article conflicts with other state laws regarding abortion, those other laws will take precedence.
