This bill establishes new requirements for online ammunition sales in Indiana, designed to prevent minors from purchasing ammunition. The legislation defines different age thresholds for purchasing ammunition based on the type of firearm: 21 years old for handgun ammunition and 18 years old for rifle or shotgun ammunition. To sell ammunition online, sellers must use a "reasonable age verification method" such as a mobile credential, an independent third-party age verification service, or a method that relies on transactional data to confirm the buyer's age. Sellers must also collect the purchaser's name, delivery address, and telephone number, and include specific labeling on shipping containers indicating the type of ammunition. Additionally, sellers must instruct carriers to verify the purchaser's age and identity by checking a government-issued photo ID at delivery. Violations of these requirements are initially classified as a Class A misdemeanor, with escalating penalties for repeat offenses: a Level 6 felony for a second offense and a Level 5 felony if a minor obtains ammunition as a result of the violation. The law is set to take effect on July 1, 2025.
