Bill Summary

Automated tractor-trailers. Provides that an automated tractor-trailer may not be operated on a highway to transport passengers or goods unless a human operator who meets all state and federal qualifications to operate a tractor-trailer is physically present in the automated tractor-trailer to monitor the performance of the automated tractor-trailer and to take control of all or part of the automated tractor-trailer's operation if necessary. Provides that an automated tractor-trailer operated in Indiana must meet federal motor vehicle standards and regulations.

AI Summary

This bill establishes new regulations for automated tractor-trailers in Indiana, effective July 1, 2025. The legislation defines an "automated tractor-trailer" as a tractor towing a trailer or semitrailer where at least one safety-critical control function occurs without direct human input, and introduces the term "human tractor-trailer operator" to describe a qualified individual legally permitted to operate such a vehicle. The key provision requires that any automated tractor-trailer operating on Indiana highways must comply with federal motor vehicle standards and regulations, and must have a qualified human operator physically present inside the vehicle at all times. This human operator must actively monitor the vehicle's performance and be prepared to take manual control of the vehicle's driving tasks if necessary. The bill aims to ensure safety by maintaining human oversight during automated vehicle operation, effectively preventing fully autonomous operation of tractor-trailers on public roadways. This approach reflects a cautious stance toward emerging autonomous vehicle technology, prioritizing safety and maintaining a human role in transportation.
