Bill Summary

High value workforce ready credit-bearing grant. Provides that an applicant who has previously received a baccalaureate degree or an associate degree may be eligible for a high value workforce ready credit-bearing grant if the applicant: (1) received a diploma of graduation, a high school equivalency certificate, or a state of Indiana general educational development diploma five or more years before the applicant applies for a grant; and (2) is not working in the subject matter field in which the applicant received the baccalaureate degree or associate degree. (Current law provides that an applicant for a high value workforce ready credit-bearing grant may not have previously received a baccalaureate degree, an associate degree, or an eligible certificate.)

AI Summary

This bill modifies Indiana's high value workforce ready credit-bearing grant program by expanding eligibility for individuals who have previously earned a baccalaureate or associate degree. Under the new provisions, an applicant who has previously received such a degree may now qualify for the grant if they meet two specific conditions: first, they must have received their high school diploma, equivalency certificate, or GED at least five years prior to applying for the grant, and second, they must not be currently working in the subject matter field of their previous degree. This change represents a significant shift from current law, which previously prohibited anyone with a baccalaureate, associate degree, or eligible certificate from receiving the grant. The bill aims to provide additional educational opportunities for individuals seeking to retrain or change career paths, particularly those who have been out of their original field of study for an extended period. The grant remains targeted at students attending specific community colleges or approved programs, with various other eligibility requirements intact, such as being an Indiana resident, enrolling at least half-time, maintaining academic progress, and meeting financial independence criteria as determined by the Free Application for Federal Student Aid (FAFSA).
