This bill modifies the regulations for physical therapists treating patients without a direct referral by extending the number of consecutive business days a physical therapist can treat a patient from 10 to 20 days. Currently, physical therapists are limited in the number of days they can provide treatment without obtaining a referral from a referring practitioner. Under this proposed legislation, a physical therapist will now be able to treat a patient for up to 20 consecutive business days without a referral, after which they must obtain a referral to continue treatment. The bill also repeals a previous subsection related to these treatment provisions and requires the Texas Board of Physical Therapy Examiners to adopt necessary rules to implement these changes by December 1, 2025. The act is set to take effect on September 1, 2025, which will give the regulatory board time to develop and implement the new guidelines for physical therapy treatment without referrals.
