Bill Summary

This bill prohibits the operation of unmanned aircraft systems, commonly referred to as drones, in a manner that interferes with airports or military activity. Under current law, it is a fourth degree crime for a person to knowingly or intentionally operate an unmanned aircraft system in a manner that interferes with a first responder who is actively engaged in response or actively engaged in air, water, vehicular, ground, or specialized transport. Under the provisions of this bill, it is also a fourth degree crime for a person to knowingly or intentionally operate a drone in a manner that interferes with the operation of any airport in this State. The bill further provides that it is a fourth degree crime for a person to knowingly or intentionally operate a drone in a manner that interferes with any military operation or activity. The bill defines "military" as the armed forces of the United States, including the Army, Navy, Air Force, Marine Corps, and Coast Guard, the National Guard and any other reserve component of the armed forces, and the merchant marine when organized under the federal law as a public military force. A fourth degree crime is punishable by imprisonment of up to 18 months, a fine of up to $10,000, or both.

AI Summary

This bill amends existing New Jersey law to expand restrictions on drone (unmanned aircraft system) operations, making it a fourth-degree crime to operate a drone in ways that interfere with airports or military activities. Specifically, the bill creates two new criminal offenses: first, knowingly operating a drone in a manner that interferes with airport operations in the state, and second, knowingly operating a drone in a manner that interferes with any military operation or activity. The bill defines "military" broadly to include all branches of the U.S. armed forces, the National Guard, reserve components, and the merchant marine when organized as a public military force. A fourth-degree crime under this law can be punished by up to 18 months in prison, a fine of up to $10,000, or both. This legislation builds upon existing drone operation restrictions in New Jersey, which already prohibit drone use that endangers life or property, interferes with first responders, or violates specific privacy and safety guidelines. The bill aims to enhance public safety and protect critical infrastructure by creating additional legal consequences for irresponsible drone usage.
