This bill establishes a full-year youth and young adult employment immersion program administered by the New York Office of Temporary and Disability Assistance for economically disadvantaged residents aged 16-24 who have not completed post-secondary education. The program will provide participants with a comprehensive employment and skill development experience, requiring 20% of program time to be dedicated to education and employment readiness activities like high school equivalency programs, workforce skill development, certification earning, and job placement services, while mandating at least 80% of time be spent in paid employment that builds transferable skills. Participants can apply for a one-year term with the option to extend for another year, and the program will actively recruit from high schools, high school equivalency programs, public assistance work readiness programs, and youth being released from criminal justice or non-secure placement programs. Employers may receive wage subsidies of up to one-third of gross wages for hiring program participants, and participants will be compensated at a rate equivalent to 265% of the federal poverty line. Additionally, the bill amends existing social services law to disregard income earned through this program when calculating public assistance eligibility for participants under 24 years old.
