This bill enacts the Great Plains Interstate Fire Compact, which establishes a framework for interstate cooperation in forest fire prevention and control among states in the Great Plains region, initially including South Dakota, North Dakota, Wyoming, Colorado, and potentially adjoining states. The compact allows state foresters or equivalent officials to act as compact administrators, coordinate forest fire services, and provide mutual aid during forest fire emergencies. Under the compact, member states can request and provide assistance in combating, controlling, or preventing forest fires, with responding state employees granted similar powers and protections as local employees while rendering aid. The bill specifies that the requesting state will be responsible for liability and reimbursement of expenses, including equipment costs, wages, transportation, and maintenance. Workers' compensation benefits must be provided for all employees and contract firefighters sent to assist another state. The compact does not diminish any state's existing forest fire fighting capabilities and allows states to maintain their current forest fire protection services. Each state can withdraw from the compact by providing six months' notice to other member states, and the compact becomes operative when at least two member states have ratified it. The bill is set to take effect on May 7, 2025.
