This bill establishes a comprehensive framework for funding school officers (school resource officers or constables) in Delaware's public schools and charter schools. The bill defines key terms such as "charter school", "constable", and "school resource officer" (SRO), and creates a standardized funding model where schools receive school officer units based on their student population. Specifically, each school district and charter school will receive one base school officer unit, with additional units granted for every 1,000 full-time equivalent students over 1,000, including fractional units for partial student populations. The state will cover up to 70% of the annual salary and employment costs for these school officers, with the remaining costs covered by local funds. Schools have flexibility in using these units, including the option to combine fractional units to fund a full school officer or elect a cash option for up to 30% of a unit to be used for authorized educational expenses. Schools can also choose to decline the funding, and any SROs funded under this program must comply with existing training requirements. The Department of Education is authorized to create regulations to implement and enforce this new funding mechanism.
