This bill amends the Texas Water Code to require groundwater conservation districts to establish rules for providing comprehensive notice when an application is filed to transfer groundwater out of the district. Specifically, the notice must be paid for by the applicant and sent via certified mail to: (1) adjacent districts that overlie the aquifer from which groundwater would be produced, (2) county commissioners courts in the district considering the application and in counties overlying the aquifer, and (3) published in local newspapers of general circulation in those counties. The purpose appears to be ensuring transparency and providing affected local governments and adjacent districts an opportunity to be informed about proposed groundwater transfers that could impact their water resources. The bill will take effect on September 1, 2025, giving districts time to develop the required notice procedures.
