This bill expands California's existing protections for healthcare providers, employees, volunteers, and patients involved in gender-affirming and reproductive healthcare services by creating additional safeguards against harassment, threats, and potential violence. The bill also prevents prescriptions for testosterone and mifepristone from being reported to the state's Controlled Substance Utilization Review and Evaluation System (CURES), removes existing records of such prescriptions by January 1, 2027, and restricts how state and local agencies can share information about legally protected healthcare activities with out-of-state entities. Additionally, the bill modifies bail schedules to set $0 bail for individuals arrested in connection with legally protected healthcare activities, prohibits law enforcement from arresting or cooperating with investigations targeting such activities, and allows the Attorney General to bring civil actions against entities submitting false affidavits related to these protections. The legislation aims to protect healthcare providers and patients from potential interstate legal actions that might seek to penalize them for providing or receiving legally protected healthcare services.
