This bill creates a new option for employees and retirees eligible for the Missouri consolidated health care plan to opt out of health coverage and instead receive an annual stipend. Specifically, eligible individuals can choose not to receive health care benefits if they: (1) are eligible for a state contribution toward coverage, (2) complete an official election form, and (3) make their election either within 31 days of being hired/becoming eligible or during an official open enrollment period. The stipend amount will be equal to the state's typical contribution toward the individual's health care coverage for that calendar year, and will not include potential contributions for spouse or dependent coverage. The stipend will be considered taxable income from state employment, and if the opt-out period is less than a full calendar year, the stipend will be prorated accordingly. Importantly, this new option does not apply to dental or vision benefit coverage, meaning those types of insurance are not affected by this opt-out provision. The bill aims to provide state employees and retirees with more flexibility in managing their health care benefits and compensation.
