This bill directs the New York State Department of Labor and the Office for People with Developmental Disabilities to conduct a comprehensive study on wages earned by aides who work with developmentally disabled individuals. The study will gather detailed information including hourly wages, yearly salary, education level, certifications, work experience, and geographic location for these aides. By December 31, 2025, the commissioners must publish a report and send it to key state leaders including the governor, senate and assembly leadership, and committee chairs. Following the report, the governor and legislature are required to determine and publish an appropriate base wage for developmental disability aides by March 31, 2026, with funding to come from Medicaid reimbursements and other budget sources. The bill aims to provide insight into the current compensation of workers who support individuals with developmental disabilities and establish a standardized wage base for these critical care workers. The act will take effect immediately upon passage.
