This bill creates a new special license plate category for youth charities organizations in Arizona, allowing vehicle owners to purchase a specialty plate that supports a specific youth-focused charitable organization. To establish these plates, an initial implementation fee of $32,000 must be paid to the Arizona Department of Transportation (ADOT) by December 31, 2025, with the plate design subject to departmental approval. For each special plate, $25 will be collected, with $8 going to plate administration costs and $17 designated as an annual donation to a newly established youth charities organization special plate fund. The fund will exclusively support a 501(c)(3) nonprofit organization headquartered in Arizona that was incorporated in March 1996, has an active membership of no more than 65 members under 40 years old, is based in Scottsdale, and conducts at least two annual fundraising events supporting Arizona children's charities. The bill specifies that the first $32,000 collected will reimburse the initial implementation fee, and no more than 10% of annual fund contributions can be used for administrative costs. The legislation also makes technical amendments to various sections of Arizona's vehicle registration statutes to incorporate this new special plate category.
