This bill requires the state comptroller to produce an annual report detailing legal settlements related to law enforcement activities, which must be published on the comptroller's website. The report will include monetary amounts, names of plaintiffs and defendants, and descriptions of allegations or misconduct, with a provision allowing plaintiffs to use pseudonyms while requiring defendants to be named. Law enforcement agencies, broadly defined to include local police departments, correctional facilities, county sheriffs, state police, and agencies employing peace officers, must promptly report all settlement information to the comptroller. Failure to report these details will result in the loss of state or city funding and accreditation, which can be restored once compliance is achieved. The comptroller, in consultation with the division of criminal justice services, will develop regulations for data reporting and will work to identify law enforcement departments that do not submit the required information. The bill applies to both state-level and New York City law enforcement agencies and takes effect immediately.
