This bill establishes the Washington Dream Act Service Incentive Grant Program, which aims to provide financial assistance to students who are ineligible for federal financial aid due to their immigration status. Beginning in the 2025-26 academic year, the Office of Student Financial Assistance will disperse grants to eligible students who complete community or volunteer service at approved institutions or organizations. To qualify, students must be Washington residents, complete the state financial aid application, be enrolled at least half-time, demonstrate financial need, and not qualify for federal student aid. Students can earn grants by working up to 19 hours per week in non-political and non-religious service roles, with grant amounts calculated based on hours worked and the adjusted minimum wage. The program gives preference to students who cannot participate in the state work-study program, and the grants are designed to supplement, not replace, other financial aid. Approved service locations include governmental entities, higher education institutions, nonprofit organizations, and certain for-profit businesses that provide demonstrable educational benefits. The program includes strict guidelines to ensure service opportunities are meaningful and do not involve advocacy or religious instruction, with the ultimate goal of supporting students facing financial barriers to higher education.
