This bill modifies Maryland's state finance and procurement laws regarding real property leasing by increasing the noncompetitive threshold for state leases from less than 2,500 to up to 5,000 square feet, reducing the mandatory advertisement period from 30 to 20 days before lease proposal due dates, and expanding advertisement requirements. Specifically, the state will now be required to advertise lease needs in newspapers that provide notice to at least the people of the affected locality, and additionally post the notice on the Department of General Services' website and eMaryland Marketplace (an Internet-based procurement system). The advertisement must include the number of square feet proposed to be leased and the general area where the state seeks to lease space. By broadening the noncompetitive lease threshold and simplifying advertisement procedures, the bill aims to provide more flexibility in state property leasing while maintaining transparency. The bill is set to take effect on October 1, 2025, giving state agencies time to adjust to the new requirements.
