This bill establishes the Green and Renewable Energy for Nonprofit Organizations Loan Program in the Maryland Clean Energy Center, which will provide no-interest loans to nonprofit organizations (501(c)(3) tax-exempt entities) for implementing green energy and energy efficiency projects. The program aims to help these organizations plan, purchase, and install qualifying energy systems that generate electricity or thermal energy on-site, while also supporting Maryland's environmental and greenhouse gas reduction goals. Eligible projects include installing renewable energy systems, repairing or replacing windows, doors, and HVAC systems, and other energy efficiency improvements. The bill creates a special loan fund that can receive state appropriations, transferred funds from the Strategic Energy Investment Fund, and other public or private funding sources. In fiscal year 2027, the Governor may include a $5 million appropriation for the fund, with potential additional funding in subsequent years. Borrowers must contribute at least 10% of project costs and will be required to provide repayment assurances. The program will prioritize nonprofit organizations with annual budgets of $1 million or less and will develop selection guidelines considering factors like property ownership, geographic and organizational diversity, and the organization's energy usage.
