The legislation also prohibits agencies from restricting employment opportunities for their workers or charging health care facilities fees for permanently hiring their staff. Health care facilities are required to orient and supervise agency staff and report any competency concerns. Violations can result in civil penalties up to $1,000 per violation, and the department can refuse to issue, renew, revoke, or suspend an agency's license for various reasons, such as providing false information, failing to meet operational standards, or posing a threat to public health. The bill will become effective on January 1, 2026.
