This bill establishes a Commission to Study African American Civil War Sailors in Maryland, comprising nine members: one senator appointed by the Senate President, one delegate appointed by the House Speaker, and seven members appointed by the Governor, representing organizations such as the State Archives, Department of Planning, Governor's Commission on Maryland Military Monuments, Commission on African American History and Culture, Preservation Maryland, Inc., and the Heart of the Civil War Heritage Area, Inc. The Governor will designate the commission's chair, and the State Archives will provide staff support. Commission members will not receive compensation but can be reimbursed for expenses. The commission's primary responsibilities include studying the history of African American Civil War sailors who fought for the Union Navy in Maryland, examining muster rolls, service locations, and honors, and developing recommendations for funding, designing, and constructing a memorial dedicated to these sailors. The commission must submit its findings and recommendations to the Governor and General Assembly by December 1, 2025. The bill will take effect on July 1, 2025, and will remain in effect for one year, automatically expiring on June 30, 2026.
