This bill creates a new Division of Apprenticeship within the North Dakota Department of Labor and Human Rights to support and expand apprenticeship programs in the state. The division will collaborate with the federal Office of Apprenticeship to administer the federal apprenticeship system, develop strategies to maintain existing programs and create new ones, and establish a pilot program to support businesses developing apprenticeship initiatives. The labor commissioner may appoint a division director to oversee the operations, and the division will be authorized to contract with other state agencies to promote apprenticeship entry. The bill includes an appropriation of $650,000 for the division's staff salaries and benefits for the 2025-2027 biennium, with three full-time equivalent positions authorized. The department will be required to report to the 70th Legislative Assembly about the number of apprentices and employers assisted and new apprenticeship programs created during this period. Importantly, the bill specifies that it does not apply to apprenticeship programs already maintained by other state boards or commissions.
