This bill mandates a comprehensive legislative management study on advanced nuclear energy in North Dakota during the 2025-26 interim, aimed at thoroughly examining the feasibility, potential sites, and deployment of advanced nuclear power plants in the state. The study will explore critical aspects including potential siting locations (both greenfield and brownfield sites), electric grid connectivity, land use considerations, economic impacts, nuclear waste storage options, small modular and micro nuclear reactors, and existing legal restrictions. The study committee will be composed of diverse representatives from the energy industry, public service commission, industrial commission, water resources department, and balanced representation from the state legislature. The committee is required to invite higher education participation to help evaluate social interests and community acceptance. The bill also appropriates $300,000 from the general fund and seeks an additional $300,000 in matching funds from non-state sources to support consulting services for the study. The legislative council will be responsible for conducting the study and reporting findings and recommendations to the 70th legislative assembly, with provisions for reimbursing committee members' expenses and compensation. Committee members who are not state employees will receive mileage and expense reimbursements, while legislative members will receive per diem compensation.
