This includes funding for the Soil Conservation Committee and a new and vacant FTE pool. * **Northern Crops Institute:** Receives $7,376,163 in total funds, with $2,982,119 from the General Fund, for its operations. This includes $350,000 in one-time funding for a protein extraction and air classification system. * **Upper Great Plains Transportation Institute:** Receives $25,595,490 in total funds, with $5,507,259 from the General Fund, for its operations. * **Main Research Center:** Receives $140,775,031 in total funds, with $63,700,739 from the General Fund, for its operations. This includes significant one-time funding for equipment storage sheds, irrigation research sites, a seed conditioning plant, deferred maintenance, and a greenhouse addition. * **Branch Research Centers:** Receive a combined $43,820,750 in total funds, with $21,970,567 from the General Fund, to cover operations at various research locations including Dickinson, Central Grasslands, Hettinger, Langdon, North Central, Williston, and Carrington. * **Agronomy Seed Farm:** Receives $1,679,996 in total funds, with $1,672,653 from the General Fund, for its operations. * **One-Time Funding:** A total of $17,387,500 is allocated for specific one-time projects across various research centers, including $15,820,000 from other funds and $1,567,500 from the General Fund. * **FTE Pool:** Funds are appropriated to a "new and vacant FTE pool" which can be transferred to the entities upon request to the office of management and budget, following specific guidelines. * **Mineral Rights Income:** The Dickinson Research Extension Center can spend up to $755,000 of mineral royalty income for operational expenses, with excess funds for one-time expenditures. The Williston Research Extension Center is required to report on mineral rights income and spending. * **Additional Income:** Any other income received by these entities, including federal funds, grants, gifts, and donations, is also appropriated for its designated purpose. * **Transfer Authority:** The director of the office of management and budget can transfer appropriation authority within certain subdivisions, with approval from the state board of agricultural research and education. * **FTE Adjustments:** The state board of higher education can adjust FTE positions as needed, subject to fund availability, and must report these adjustments annually. * **Unexpended Funds:** Unexpended general fund appropriations and excess income can be carried over and expended in the following biennium (July 1, 2027 - June 30, 2029). * **Emergency Declaration:** $6,000,000 for the swine facility renovation is declared an emergency measure.
