This bill eliminates the Access to Counsel in Evictions Task Force while maintaining the Access to Counsel in Evictions Special Fund, which provides legal representation for low-income tenants facing eviction. The bill removes the existing provisions for the Task Force, which was responsible for evaluating legal services and making recommendations, and instead focuses on continuing the funding mechanism for legal representation. The Special Fund, administered by the Maryland Legal Services Corporation (MLSC), will continue to receive $14 million annually from various sources, including money from abandoned property settlements and consumer protection actions. The fund can be used to provide legal services, support local jurisdiction eviction assistance programs, cover administrative expenses, and fund studies about the program. To qualify for representation, tenants must be occupying residential property and have a household income not exceeding 50% of the state median income. The bill also makes technical changes to renumber certain sections of law and sets the effective dates for different parts of the legislation, with most provisions taking effect on October 1, 2025, and some specific sections taking effect on January 31, 2026.
