This bill establishes a comprehensive framework for no-charge telephone communications for incarcerated individuals in Maryland state correctional facilities. Under the new law, state correctional facilities will be responsible for paying all costs associated with telephone equipment and services used by incarcerated individuals, and neither the facility nor telephone service providers can charge incarcerated individuals or call recipients for phone use. The bill mandates that facilities maintain a ratio of ten individuals to one telephone and ensures that phone access does not replace in-person visitation rights. Additionally, the bill creates a temporary Costs of Telephone Communications Advisory Committee composed of diverse stakeholders, including legislators, state officials, formerly and currently incarcerated individuals, and representatives from nonprofit organizations. This committee will review data on prison phone call programs in other states, analyze existing telephone service contracts, and make recommendations to lower costs and efficiently implement no-charge phone calls. The bill will take effect in stages, with the main provisions becoming active on July 1, 2026, and the advisory committee operating for one year until June 30, 2026. The goal is to reduce financial burdens on incarcerated individuals and their families while maintaining communication capabilities within correctional facilities.
