This bill modifies Maryland's existing hunter safety education requirements by introducing a permanent identification number for individuals who complete a required firearms and hunter safety course. Currently, the law mandates that individuals under 18 years old cannot obtain a hunting license without first receiving a certificate of competency in firearms and hunter safety, and the bill now specifies that in addition to the existing certificate, the Department of Natural Resources will also issue a unique permanent identification number. This number will be printed either directly on the certificate or on a separate form accompanying the certificate. The bill maintains previous provisions about course requirements, such as the Department designating authorized instructors and requiring them to submit validated listings of course completers. The legislation will take effect on October 1, 2025, and continues to exempt nonresident hunters purchasing a 3-day wild waterfowl hunting license from these requirements. The permanent identification number appears intended to provide a more standardized and trackable method of documenting hunter safety education completion.
