This bill modifies the composition and voting rights of student members on the Boards of Education in Baltimore County, Frederick County, Howard County, and Washington County. Under the new provisions, student members will now be voting members with some restrictions. Specifically, student members will be 11th or 12th grade students elected by their fellow high school students and will serve one-year terms. They may vote on most board matters, but are prohibited from voting on certain sensitive issues such as personnel disciplinary actions, hearings related to staff dismissals, and appeals to the county board. The boards retain the ability to expand the matters on which student members can vote through a majority vote of elected members. For Washington County, the bill also introduces a unique scholarship provision where student board members who complete a full term can receive up to $3,500 toward their higher education costs, payable directly to their educational institution. The bill standardizes the role and participation of student members across these four county school boards, giving students a more meaningful voice in educational governance while maintaining appropriate boundaries. The changes will take effect on July 1, 2025.
