This bill revises the Cyber Maryland Program by transferring it from the Economic Development Article to the Labor and Employment Article, establishing a comprehensive cybersecurity workforce development initiative. The bill creates the Cyber Maryland Program with six key purposes: creating a talent pipeline to reduce workforce vacancies by 2026, serving as a central hub for cybersecurity workforce development, informing training programs with industry needs, building a diverse and advanced technology workforce, coordinating cybersecurity research and innovation, and supporting the state's cybersecurity infrastructure. The bill establishes a Cyber Maryland Fund to support these efforts, which can provide grants to various entities including schools, employers, nonprofits, apprenticeship sponsors, and local workforce boards. A Cyber Maryland Board is also created, consisting of representatives from state agencies, educational institutions, and the private sector, with members appointed by the Governor and serving staggered four-year terms. The board will provide strategic guidance, assist with stakeholder engagement, and help explore workforce development synergies. The program is required to submit an annual report on its operations and performance, and the bill stipulates that the changes will take effect on October 1, 2025, with initial board member terms expiring in staggered years from 2026 to 2029.
