This bill establishes the Task Force on Education Funding and Student Population Growth, a temporary advisory group composed of 11 members representing various educational and governmental organizations. The Task Force will include a Senator, a House Delegate, and representatives from entities such as the State Department of Education, Maryland Association of Boards of Education, Maryland State Education Association, and others, with members appointed by the Senate President, House Speaker, and Governor. The Task Force's primary responsibilities include analyzing challenges related to delays in student enrollment counts and their impact on school funding, examining the relationship between growing student populations and school funding provisions, and developing recommendations for improving school funding mechanisms. Members will not receive compensation but can be reimbursed for expenses according to standard state travel regulations. The Governor will designate the Task Force's chair, and the Governor's office will provide administrative support. By December 15, 2025, the Task Force is required to submit a comprehensive report of its findings and recommendations to the Governor and General Assembly. The bill takes effect on July 1, 2025, and will automatically expire on June 30, 2026, after one year of operation.
