This bill expands the Maryland Housing Rehabilitation Program by allowing nonprofit sponsors to administer local rehabilitation programs, in addition to political subdivisions that were previously the sole administrators. The bill modifies existing law to define a "nonprofit sponsor" as a nonprofit organization, a political subdivision, or a limited partnership with specific nonprofit or governmental leadership requirements. Under the new provisions, the Department of Housing and Community Development (DHCD) can now certify and allocate funds to nonprofit sponsors who meet established standards for program administration. These standards include evaluating the organization's professional staff size, training, experience, and capability to determine rehabilitation needs, establish programs, evaluate loan applications, and monitor loan-related rehabilitation work. The DHCD will retain the ability to provide training, advice, and technical assistance to these nonprofit sponsors, and can still directly originate and administer program loans if a nonprofit sponsor is unable or unwilling to do so. The bill aims to broaden the reach and effectiveness of housing rehabilitation efforts by introducing additional eligible administrators for the program, with an implementation date of July 1, 2025.
