This bill establishes a Workgroup to Study School Bus Safety in Maryland, to be appointed by the Governor, who will also designate the chair. The Maryland Department of Transportation, in consultation with the State Department of Education, will provide staff support for the Workgroup. Members of the Workgroup will not receive compensation but can be reimbursed for expenses according to standard state travel regulations. The Workgroup's primary task is to study and identify safety issues and behaviors involving students and bus drivers on buses traveling to and from primary and secondary schools in the state. By June 30, 2026, the Workgroup must submit its findings and recommendations to county and Baltimore City governing bodies, county boards of education, the Governor, and the General Assembly. The bill will take effect on July 1, 2025, and remain in effect for two years, automatically expiring on June 30, 2027, without requiring further action from the General Assembly.
