This bill addresses service transfers for certain state and local law enforcement employees, specifically targeting individuals who were previously members of the Local Fire and Police System and are now active members of the State Police Retirement System. The bill allows such individuals who have experienced a break in employment between these two systems to transfer their prior creditable service from the Local Fire and Police System to the State Police Retirement System, but only if they meet specific eligibility criteria. To be eligible, an individual must be an active State Police Retirement System member, be eligible for a vested benefit from the Local Fire and Police System, and not currently be an active member in that system. Importantly, these service transfers can only be requested by December 31, 2025, by submitting a specific form to the Board of Trustees for the State Retirement and Pension System. The legislation is designed to be temporary, taking effect on July 1, 2025, and automatically expiring on December 31, 2025, providing a six-month window for eligible employees to make this service transfer.
