This bill extends the authorization period for the Maternal and Child Health Population Health Improvement Fund from December 31, 2025, to December 31, 2027. The Fund, which is a special non-lapsing fund administered by the Department and Commission, is designed to invest in maternal and child population health improvements through the Medical Care Programs Administration and the Prevention and Health Promotion Administration. The Fund is primarily funded through a uniform hospital rate assessment, interest earnings, and other accepted monetary contributions. Expenditures from the Fund can only be made in accordance with the state budget and with approval from a majority of Commission members. Importantly, the money spent from this Fund is intended to be supplemental to, not a replacement for, existing Maryland Medical Assistance Program funding. The bill specifies that the Fund is subject to audit by the Office of Legislative Audits and will take effect on July 1, 2025, effectively providing two additional years for the Fund to support maternal and child health initiatives.
