This bill establishes a Workgroup on the Creation of a Data Dashboard for Public Work Contracts and Apprentices, comprised of legislators, government officials, and representatives from various labor and construction associations. The Workgroup's primary task is to study and develop an efficient, cost-effective public data dashboard that will provide detailed information about public work contracts, including the names of contractors and subcontractors, employee wages, job classifications, and comprehensive apprenticeship data. The dashboard will include specific details such as the number of apprentices, their demographics, registration dates, trades, and certification status. Members of the Workgroup will serve without compensation but can receive expense reimbursements, and they will be required to adopt a code of conduct at their first meeting after July 1, 2025. The Workgroup is mandated to make recommendations about the dashboard's location, development costs, implementation timeline, and update frequency. By January 7, 2027, the Workgroup must submit its findings and recommendations to the Governor and the General Assembly. The bill will take effect on July 1, 2025, and will remain in effect until January 31, 2027, after which it will automatically be abrogated.
