This bill modifies the existing Election Law regarding communication with permanent absentee voters by changing the timing and method of contact before an election. Currently, permanent absentee voters must specify their preferred communication method (mail, email, or text message) when applying for an absentee ballot. The bill adjusts the notification timeline from "not less than 75 days before the day ballots are sent" to a specific period beginning 120 days before an election and ending 90 days before the election. When contacting these voters, the State Board must send a written communication confirming their permanent absentee ballot list status, verifying their address, ballot receipt method, and reminding them to update the local board if their information changes. If the State Board cannot contact a voter through their initially chosen method, the bill now requires the board to attempt to reach the voter using alternative contact methods, rather than only sending communication if additional contact information is available. The bill is set to take effect on July 1, 2025, and aims to improve communication and voter list maintenance for absentee ballot recipients.
