This bill makes several key changes to Maryland's housing and energy policies aimed at reducing greenhouse gas emissions. Specifically, the Maryland Department of Housing and Community Development will develop a program to provide grants and loans for energy conservation projects and renewable energy installations in multi-family residential buildings that primarily serve low- to moderate-income households. The bill expressly prohibits using these funds for projects involving fossil fuel equipment. The Governor is required to include $5 million in the annual budget for these grants and loans from fiscal years 2024 through 2026, and the Administration must report annually on funded projects. Additionally, the bill modifies public utilities regulations by requiring the Department to procure energy efficiency, conservation, and electrification programs that achieve greenhouse gas emissions reduction targets, starting in 2025. These targets aim to reduce greenhouse gas emissions by at least 0.9% from a 2016 baseline, and the reductions will be measured in metric tons. The bill allows the Department to include savings from various funding sources when calculating emissions reductions, provided they meet certain energy savings requirements. The bill will take effect on July 1, 2025.
