This bill modifies Maryland's laws regarding the State Board of Public Accountancy by creating an emeritus status for certified public accountants (CPAs). The bill allows the Board to place a licensee on emeritus status if they meet specific criteria, including having an active or inactive license, not being under investigation, and either having practiced public accountancy in the state for 20 years and being at least 60 years old, or having at least 40 years of experience as a CPA. To qualify, the individual must be retired and attest they will not provide accounting services unless reinstated. The Board must review emeritus status applications within 60 days and will provide a written notice and certificate of emeritus status to approved applicants. Emeritus status licensees are exempt from continuing education requirements and reinstatement fees. However, they are prohibited from practicing, signing financial statements, or providing attestation services. Emeritus status licensees may describe themselves as "Certified Public Accountant Emeritus" or "CPA Emeritus" without representing that they are currently authorized to practice accounting. The bill will take effect on July 1, 2025, providing a structured pathway for experienced CPAs to maintain a professional designation while no longer actively practicing.
